960 Coolant Pressure - HELP 900 1996

Pressure in radiator hoses seems very high. Afraid one might burst. Gray cap on coolant reservoir. Coolant leaks around/under the cap the pressure is so high. Cap might not be venting? Coolant looks like new. No oil in it. Oil is clean. No coolant in it. Temp does not run hot. When I (CAREFULLY) release pressure by loosening the cap the coolant almost looks foamy. Could this just be a failed cap that isn't venting properly? Seems like if the T-stat was stuck closed it'd run hot and if it was a head gasket that it would be mixing coolant/oil. Who's got a guess?
