Fuel Pump Runs with Ignition on, Engine not Running 200 1990

I have a '90 240 wagon, LH ignition.
When I turn the ignition key on I hear one of my fuel pumps run without stopping prior to starting the engine. I am in the process of testing the relay but just wanted to see if any of you have encountered this situation and might have a suggestion or two that will save me some time. Seems to me it is a relay or control unit problem.

By the way, I noticed this problem at the beginning of a 600 mile plus trip. I have driven the car over 500 miles with this apparent malfunction, and not noticed any issues other than hearing the pump run without stopping prior to starting the engine.
