91 240 no start - fuel pump power 200 1991

Trying to send my sons back to college in their 91 240 m47 wagon . Yesterday the told me the spedo stopped working and bulb out light was coming on. Took if for a drive to confirm (yes), put it in my garage to check it over. Tried starting it, cranks but not kicking. Changed out fuel pump relay. Nothing. Jumped fuses 4 and 6 didn't hear pumps. Removed wires to main fuel pump and attached to multimeter. No power when cranking or jumping fuses. Hot wire to pump is missing some insulation. I'm thinking there is a short, but no fuses blown. Does the fuel pump hot lead back to fuse 4 or the relay? I assume jumping the fuses would bypass cps or other ignition systems that would kill power to pump? Need to get them on the road in 2 days. Thanks
