Auxillary Electric fan does not work like it should 700 1991

This is what I have done so far.
1 Disconnected harness to fan and checked fan connected to directly to battery and it WORKS!
2. Reconnected and bridged/shorted terminals to radiator temperature sensor located upper corner of radiator. Fan does NOT come on . This electric fan normally turns on intermittently when it is operating like it should ( with a/c running) and in traffic or stopped at a light for instance.
3.Swapped relay with a new one that I had on hand...car starts ok but still fan will not come on when when temp. sensor is shorted.
4. checked fuses ,but could not find one specific for the aux. fan.

Any ideas what I can try next...is there a fuse for this fan labelled otherwise?
