New Tensioner w/o a New Spring? 700

Since when did this start? I recall order a tensioner several years, with spring. Ordered one, came in without a new spring. Looked over several websites and all of them show the tensioner without a spring. I figured the picture was screwed up and new spring was part of the package. Anyone else seen this lately?
