tail light problem 1800 1966

More information---Spent some time today on the "no tail lights" problem.
I found the 2 fuses under the lip of the left front fender (thanks to Ron). They are both 'hot' when the key is in the 'on' position. They are at the bottom and the top of what appears to be a major junction block. still unable to find the 3rd fuse that Ron mentioned which "could" be the problem. I did remove the fuses (both 30 amp)and cleaned the contact points on the fuse block and the ends of the fuses.
I also discovered the dash lights do not work, and if there is a high/low beam indicator, it does not work. I have cleaned all the bulb contact points and the sockets.
So here is what I have:
Head lights work on both high and low beam.
Dash lights do not work
Stop lights and all turn signals work
the 2 fuses located are good
tail lights do NOT work
