New timing belt tensioner not functioning 200 1985

Hello, I am in the middle of the timing belt / water pump / accessory bushing / belt job ect.

I just replaced the timing belt and tensioner however when I removed the pin holding the spring back tension was not applied to belt (the spring didn’t move).
I torqued the tensioner nut to spec (37#). After I backed the nut off the tensioner began to function normally. Should I retighten it spec or leave a bit looser than spec? I also suspect that my torque wrench might be it off.

Any suggestions?
