Brake Failure warning light 200

I have an issue with my brake failure warning light. At first it would come on periodically and not when pressing the brake. It would be on, I would stop the car, restart it later and it would be off. Another time I would start the car and it would be on. It was a medium glow not fully on. Finally is just medium glowed all the time. I say medium because the parking brake light was about twice as bright as it was. I really don't think it was related to the brake system as there was no apparent relationship between the light and pressing the pedal.

I thought I understood how it worked. I thought it completes a ground circuit and turns the light on. I took it apart and put it back in. The light is off but I am wondering if it is because i put it back together wrong. It was dirty and seemed to have a very slight amount of brake fluid on it. I cleaned it and put it back in like it is orientated in the photo below. I thought the little pointer would be conductive but its not, its plastic.

So how does this actually complete the circuit??
