Quick test for 12V from Ignition switch 700 1990

Yes, it wont work on multiple attempts (like 10+ attempts), then all of a sudden it will work on one try. I can start it by jumping the starter too.

Moving the shift in neutral then park and wiggling doesn't help. However, I would like to rule out the neutral switch altogether so is there a better way to test the neutral safety switch or better yet how inexpensive are they?

Also, I have to physically turn the key back closer to the acc. to get the wipers and radio to work. Would the previously mentioned part fix that as well?
