Odd electrical issues, wipers come on when i turn lights on 1992 740 gas wagon 700 1992

so i was having problems with the fuel pump, i think i have that resolved, besides fuel gage reads empty all the time now..........when i turn on the head lights the wipers come on the front and rear wipers. Any idea whats screwy?
