low voltage to In tank fuel pump 200 1983

I have a 1983 non-intercooled turbo sedan. When the tank is less than half full the main pump makes lots of noise. I read the archives and troubleshot it down to the in tank pump. What I forgot to do was to check voltage at the connector that attached is to the pump sender unit. I removed the pump and thought that I would connect it to the battery just to make sure it was dead. Well it was not. The pump is a ac delco unit and it runs fine. When I checked the voltage at the connector between the grey and orange and yellow wire I measure only 9.96 volts. I am assuming that the pump will not run on the 9.96 volts that are available. Where should I look to locate the voltage drop. Or should I just run a wire from the fuse box back to the pump to supply the voltage once the key is turned.

Any help would be appreciated.
