Newly installed Harmonic Balancer still Wobbling? Need Woodruff Key? 200 1990

I'm poppin my forum cherry on this first post.

1990 240 Wagon

I just replaced a wobbling harmonic balancer and it still wobbles quite a bit until I punch up the RPM's, then it levels out a somewhat. I had the timing belt replace 2 years ago... Did not see a woodruff key fall out of the old one, do I need to put one in? Thought that may be the problem?
