fuel pumps won't run 200 1986

"I am off to radio shack or Auto Zone which ever comes first, for a new 25A fuse holder"

The 25A fuse isn't your problem if the pumps didn't run with the 6 to 4 jumper in place. Because that jumper bypasses both the 25A fuse and the pump relay, putting 12V from fuse 6* straight to the Main pump and (via fuse 4) to the Tank pump.

* Assuming you jumped from the LEFT side fuse 6 contact, which is hot direct from the battery. Jumping from the RIGHT side fuse 6 could be futile if the fuse or either end contact were bad.
