Best route to rebuild a turbo 700 1990

So, my turbo is definitely in need of a rebuild as it is letting oil pass through and burn and smoke. It is the mitsubishi turbo (not sure the model # but it's from a '90 744). What would be the best for quality and most economical way to rebuild this?

I want to do it myself, but if it involves machining, I do not have any tools to do that. Is there a recommended rebuild kit anyone has found for these turbos? What all do the rebuild kits involve?

Secondly if it does involve machining I was thinking about taking it to a place that works on big rigs and asking them to rebuild it once I take it out of the car. Would this be worth the extra money to have someone else do this?
