240 Won't start - all I hear is clicking

I can't figure out why my 240 won't start. It started and ran just fine two weeks ago. Now it doesn't even turn over. I just took the battery to Autozone and got it charged, so I don't think it's the battery. When I turn the key to start I hear a clicking noise from the engine bay and a buzzing noise that seems to be coming from behind the gauges in the dash.

Also, I seem to have had a few other electrical issues come up lately. My radio won't turn on today and it worked just fine two weeks ago. My high beam lights won't click on. My RPM gauge was going up and down while trying to start the car today. And finally my cruise control works, but seemed to increase the speed on its own.

Not sure if any of these are connected, but I thought I'd include what seem to be a lot of electrical issues. I'm hoping to hear good news from somebody and not that I need a new wiring harness. I have spent many hours in the last few months getting this car ready to be back on the road mechanically. It sat in my driveway for many years.

HELP.
