help me get the car running RELIABLY again 700 1989

It is a non turbo. It has 245969 miles on it. probably original fuel pump. It is an automatic.

The tach does go to zero when it looses power.
I have tried to start while coasting and it will not start right back up. I have had to sit for a few minutes (letting my heart rate come down) and then trying again. It will then start.

I thought it was low fuel as well but I drove for a couple weeks above above a half of tank of gas. It still had a hard time starting. I thought it was because it was so hot this summer.
