Looking for a good Volvo mechanic in Newark, Delaware 200 1992

Have a 92 240 stranded 75 miles from home - cranks , but with cap off, distributor not rotating. timing belt appears to be intact, but I havent observed it during cranking to see if it is indeed moving.

Most likely timing belt teeth are stripped or tensioner went. I only loosened the top cover to peek at it.

Can anyone recommend a reputable Volvo mechanic in Newark Delaware?
