1) The vehicle speed sensor WAS checked, its fine.
• My guess is that the mechanic checked for (and found) pulses being emitted the speed-sensing tone ring in the differential and concluded the VSS signal was OK. If so, he failed consider where those VSS signal pulses went or how they are used.

2) I wish to hell I knew why when the speedo was replaced THEN everything "fell into place" and its fine now. WEIRD!!
• The VSS signal pulses go to the speedometer where they are used to drive the speedometer and odometer. They also go to the LH 2.4 ECU, where my guess is they are correlated with engine RPM info to develop the ECU's signals to the Idle Control Valve. (Ah-Ha!)

3) So far no one has offered their answer as to how changing a cluster fixes a fast idle. It seems higly unlikely BUT it got fixed, so to speak, IMMEDIATLY after the cluster was working properly.
• Changing the cluster also "changed" the Speedometer and it's integrated VSS circuitry, and thus the electronic signals to the Idle Air Valve, among other things that might have escaped your notice, such as Cruise Control operation.
