240 Stalls and Won't Restart 200 1989

Our primo 1989 240 wagon has a strange electrical problem which the meticulous previous owner passed on to us. Every now and then the radio cuts in and out. When you turn the car off, or it stalls, it will not start up. The starter does not turn over. It will start up, again, if you pop the hood, touch the cables connected to the battery, and close the hood. It works every time.

The previous, and original, owner spent a fair amount of money paying shops to find the cause of this problem. At one point they even replace the ECU.

Any ideas where to start looking? Obviously an electrical problem.
