Surging idle until warm when temp is 40 or under 900 1994

When it is 40 degrees or below and the car is dead cold, my wife's '94 945T will surge at idle until it's fully warmed up. RPM fluctuates between 1000 and under 500 once a second. At a stop, if I put it in neutral and just crack the throttle, it stops and holds a steady rpm.

IAC or throttle stop adjustment for the IAC microswitch?
