poor driveability 200

"84 244 Canadian model with carburetor, Solex, changed to a Weber. I had some ignition issues lately, so all of the ignition parts except wires and distributor were changed, the car barely started, and when it ran it would idle but try to get it going faster and it would backfire terribly. Found a failed intake manifold gasket, replaced: no effect. All of the timing, gears, belt, cam, roll pin on cam gear, check out. This car will not run properly. There was a problem with a the wire that feeds the distributor from the coil, changed that, got lots of spark, no change in performance. Swapped out the Weber for the old Solex, no change, so we swapped back again. We're getting spark, gas, everything, but the thing still won't run well enough to drive. I'm running out of ideas.
