Car no start with key 200

I have this problem with my 89 245 that pops up every year when it gets colder out. During the summer the car starts fine but when the temp drops the car will no longer start via the key. I've been getting by so far by jumping the starter using the dip stick to jump the two wires at the solenoid. Here is a list of symptoms that may help in diagnosing. First, when its warm and the car starts using the key, the speedometer always bounces up once as the car starts. Second I am always getting zapped when exiting the vehicle. When its cold out and I turn the key, all other elctrical functions work but I get no engine crank even though sometimes I hear a faint click. Then I use the dipstick to jump the solenoid and the car runs fine. If I turn the car off I have to repeat this step even though the car was just running. I was told that maybe the ignition switch itself is bad because when I do this jump technique I am bypassing it. Is this true?
