Questions about lights 700 1988

I have some questions about lights on my 88 745 Turbo.

First I just got it back from being detailed and the dashboard lights are really dim. What do I need to look for to fix that? They were fine before I took it in. Bad ground? And if so--where should I look first?

Second: In your expereince do you think the Hella halogen headlamps at IPD are worth it? Are they substantially better than the sealed Sylvania?
