speedo going nuts 120-130

Driving in a downpour yesterday and suddenly there's a loud whirring noise coming from behind the dash. I look down and see the speedo is reading over 100 mph, but in fact I was just keeping up with traffic. Given the rain, I'd say we were traveling at no more than 60 mph. The noise persisted for a while, then turned intermittent. Whenever it stopped the speedo dropped down to a more realistic level, but was bouncing around quite a bit. So I'm assuming I have a problem with the speedo and/or cable. Any suggestions as to how to isolate the culprit(s) (i.e. speedo or cable or both)?
