Heater stuck on recirculate 200 1991

Usually when I'm driving even locally I get plenty of heat just leaving the fresh air on without the fan. Now even at highway speeds no air circulation is coming out of the vents regardless of the setting. Also noticed that there is little circulation when the fan is set on the lowest speed, particularly when its cold, although the fan is working normally for every speed.
When I bought the car over six years ago, the dealer had recently upgraded the air conditioner. Since then the fan occasionally stay on the lowest setting even with the air condition and fan turned off.
Also the panel that the controls are secured to will move when I press on the the buttons. My concern is that there is a possible restriction somewhere and I could be causing a strain on the heater motor. A job I definitely want to avoid. I do still hear air hissing from the defrost and recirculate buttons while I depress them which I believe is expected..
