Click No Start On 245. Is It Starter or CPS? HELP! 200 1992

I just replaced my starter last week in my 245. It has driven great ever since. No issues what-so-ever. My wife borrowed my car to go to work today and when she came got out of work to start the car, it only clicked and the lights on the dash came on without turning the engine. When I got there I checked the battery connection, tried to jump the battery (which is less than a year old), didn't make a difference. The only thing that happens when the key is turned is the starter selinod clicks, the dash lights come on, and the fuel pump does it thing. The connection to the starter and the cables connecting to it is a clean / tight connection and in the proper places. Is there anything else that can cause this? Maybe the Crank Position Sensor? Help!
