New weird thing 200

Recently, when I start my 87, the voltmeter reads very low. If I rev the engine, or wait several seconds, the voltage runs up to 14-16 volts, which seems to be normal, and stays there. This does not happen every time I start the car, but often enough to cause a little concern. I have separate ground wires running from the block to the alternator frame,and replaced the brushes on the unit about a 15K miles ago.
Should I start worrying about getting stuck?
