Alternator only works after being reved 140-160 1971

My new (rebuilt) alternator now won't start charging until I rev the motor to 4000-4500 rpm's. Then it "kicks" in and will charge as long as the motor is running. Turn it off and it all starts over.

What's happening here? And more importantly, how do I fix it?
