loping idle lack of power below 2500 RPM 900 1994

On my NA 94 940 I am experiencing a loping idle after a cold start which nearly goes away after the engine has warmed up. The car also exhibits lack of power at the very low end of the RPMs (< 2500). When accelerating from a stop it seems to only slowly accelerate until 2500 and then it seems the power returns. It as if I am trying to accelerate in second gear from a dead stop although I have paid attention to the car shifting and have placed the shift lever in 2nd to note it actually has started from first. I have checked for air leaks on the hoses, around the injectors and the intake manifold with a propane tank and can not get an increase in idle. The idle control switch on the throttle body clicks as it should when manually rotating the whatever. I need more ideas of what to check.
