740 oxygen sensor necessary? 700 1987

My wife's 87 740 (turbo) has been an an endless source of amazement to me, to say the least. If it isn't one ting it's another.
Today my son noticed, that the O2 sensor hole was plugged. This would explain a myriad of problems with idling,a bizarre retarded sort of start up, and a an erratic idle I hadn't been able to wrestle to the ground.
So I went to IPD to get a baseline one the part number and price. They have an O2 sensor hole plug, why would they do that? I'm pretty sure the car needs an O2 sensor, to tell the computer how to manage the oxygen fuel balance etc.
Oh and I haven't found the wires for the 02 sensor yet either.
