Dead car: parking lights won't go off 93 940 900 1993

My car would not start this morning, the shiftlock was frozen, and the parking light icon had a green box flashing on and off like a turn signal. The parking lights will not turn off. The lights are in the off position. I checked all the fuses.

The other electrical systems seem to be working/came on when I turned the ignition.
