SU HS6 carburetors 444-544

Today I corrected the 'slightly' open front carb throttle plate, double checked ALL the recommended setings, re-installled the carbs, plugged the connection for the PCV, and started the engine. Adjusting the mixture had almost no effect on engine rpm,and I used water (recommended by a Volvo owner) and sprayed EVERTHING and nothing changed. 'Idle' speed is 1700 rpm. ???????????
I expect about a dozen Volvo owners at my shop on Saturday--trying to set up a VOCA CHAPTER in this area, and perhaps one of them can see what I'm missing. JIM
