Okay, sounds like you have been having this problem for well over a month and it is not resolved. Has the car been in the shop all this time?
Now, I hope you do not take this the wrong way, but this forum has given you plenty of advice, which has been countered with "I can't answer your question because I am not a mechanic" or "That can't be the problem because I replaced that part recently."
If you expect this forum to be of use to you, then you need to be willing to follow some basic troubleshooting steps.
You said that the wiring harness was replaced and that did not help with anything except for emptying your wallet. :-) Okay, for the time being let's assume that the alternator is grounded properly and that the bare, crispy wire has been replaced.
It really sounds like the belt is either not tensioned properly or something has seized. The alternator could seize, but the waterpump is more likely. Let's assume that the car is not overheating or exhibiting and therefore the waterpump is good.
If the pulleys are too smooth they can be sanded (with sandpaper - not sand blasted) or replaced. You could remove the pulley yourself and swap it out with basic tools.
Has anyone looked at the brushes in the alternator? Rebuilt alternators are hit and miss, and new alternators have been unavailable for several years for your car. The brushes could be worn even if this alternator is only 2 years old. You can verify this with a multi-meter.
