Towing a 4-speed + OD 245 200

I have a 1981 245 4-speed + overdrive Volvo wagon. I also have a tow dolly. Can I tow the Volvo with the front wheels on the dolly? Or do I have to put the rear wheels on the dolly? In that case, do I have to lock the steering wheel or unlock it? Or should I get rid of the dolly and tow the Volvo 4-wheels down?
