2-3-1 and 2-2-1 codes 200 1990

Wow, can't remember the last time I had a car throw these. Question, has anyone had any experience with EGR causing these codes?

933 ECU. New o2 sensor, first thing I did, and known good AMM. Duty cycle running, but it seems to hang at the top in the 7-8 range much more than it should. Gets down to .2-.3, but not regularly. Idle is poor, but not awful. Changing to a 556 ECU stopped the check engine light, but idle is still poor and the duty cycle still abnormal. Also, with this ECU in place, the light on the LH diagnostic module comes on as soon as I plug into port 2!

Nothing like a puzzle for the weekend. Seems like it's getting air from someplace it shouldn't be.
