OK thanks Eric and George. I was thinking the wire from the ignition switch went straight to the starter solenoid. After looking tonight I see the blue/yellow wire from the ignition goes to a relay on the left fender, and from the relay a wire goes to the starter solenoid. The relay is grounded by the neutral safety switch, and the tab for the ground wire on the relay was broken off so no ground from the neutral safety switch. For now I've removed the relay and jumped the two wires together, turns over and starts fine now. Need to fix the relay as soon as I can.
