Ignition cylinder worn out? Can't start car without removing cylinder. 120-130 1966

An odd problem with my 1966 130.

I turn the key to start the car, and nothing happens. The idiot lights do come on for the first turn in either direction, but turning it to position II won't engage the starter.

Here's the weird part of it. If I pop the ignition cylinder out (from behind the dash), I can easily start the car using a screwdriver or similar flat object. With the cylinder out of the dash, it rotates freely and without issue.

The previous owner removed the washer that's supposed to go around the cylinder, so I imagine this is a problem he must have had at some point.

This would happen from time to time if the temperature was very low, but only recently did it become an every start occurrence.

The ignition is stock, aside from the washer around the cylinder having been removed.

Any ideas?
