Odd wiring at the positive battery terminal. Help. 200

I was poking around under the hood when I found this odd doodad at the positive terminal - someone appeared to have wired in a black cable into the positive terminal. What alerted me in the first place was that the wire cable housing looked to be stripped away at the battery terminal and there were a few other pretty deep cuts into the housing some length down from the terminal.



Here is a close up, you can kind of see how the black wire terminates into the positive cable



The other end of the little black cable seems to terminate at a small flat black box mounted to the inside of the car frame.



Can someone tell me what this is? Is this normal?

btw. The other section of my red cable looks like this:

Should I replace it with a new wire?
