Front door handle loose 200 1990

I ran into this while debugging my power windows (separate thread)

On the passenger's side front the door handle is not secure... this is the grab handle that comes up from the front of the door arm rest. The lower part of the arm rest is secured with three screws and those are fine. The upper anchor point is secure by rotating the whole arm rest in a keyed slot.

On this particular door the keyed slot seems to be missing. As a result the upper door handle just pulls away from the door panel. Is this keyed slot part of the door panel or is there some other part missing.

I'm hoping that somebody here knows off the top of their head so I can avoid removing both front door panels to compare.
