1993 240 automatic wagon with abs has a 3.31 NON ABS rear axle in it 200

after much troubleshooting for a non working speedometer BUT a working odometer all that remains is what appears from the label on the axle and the old style speedometer sensor on a steel cover top be a 3.31 axle for non abs cars in an abs 93 automatic wagon.

does anyone else know or suspect this is the cause of the non working speedometer?

it will work sort of if the axle is jacked up and it does register a small amount of speed on the needle but no where near correct.
