1990 240 starting problem when cold 200 1990

When the temp drops to minus 10C or colder this 1990 240 has trouble starting. It will start immediately, then flood itself out after a couple of seconds. Then very difficult to start, if at all.

Sometimes can get it to start by holding pedal to the floor and cranking for considerable time.

Any ideas on where I should start looking? it gets lots of gas (plugs are wet when this happens).
