Brake lines and under/over sized wrenches? 900

Fought the brake line battle yesterday and won. But it was a hell of fight that I won by the slimmest of margins. MAP Gas, PB Blaster, flare wrench. And still the nut on the hard line gave way only after starting to round off. Which lead me to thinking, does anyone make "undersized" wrenches? I had a collection of 11mm and 7/16 wrenches to choose from and while some fit tighter than others I kept thinking they all felt a little loose on the nut. Is there a slightly smaller fraction that works ie 13/32"? 10.75mm? I had wrenches ranging from ancient made in USA to a brand new Craftsmen that look pretty beefy so I don't think they are just opening up on me...thoughts beyond buy a Snap On?
