Rear Tail Light Bulb, Lower Towards Center 700 1991

My daughter has our 91 740. I changed a tail light bulb last night and checked the other bulbs. What is the lower bulbs, each side, and toward the middle of the car used for. They would not light with the turn signals, brakes, or parking/running lights. I have seen some mention of rear fog lights, could that be what they are for?
