Sounds normal 200 1990

B230F makes peak torque at 2800 rpm. With 3.31 rear gears, that is about 75 mph in 5th gear.

I have an M46 (4spd+OD) and I don't even use the OD unless I am going faster than 60 for this very reason...it will bog down when I hit a grade.

Cleaning the throttle body might help some with overall performance and response, but what you describe sounds typical. These cars have very tall gearing and not much low end torque.
