Why does my spare say it's for temporary use when it's full size? 200

My spare is a steel wheel with a 185/70/14 tire on it. It looks a bit different than other steelies, but it's a regular sized tire and rim, not a donut. It has the same orange sticker as donut would, I just don't know why.

I ask because I've got an extra tire that will fit on the spare rim, so I figured I'd replace the tire on there now since I don't know how old it is. Should I ever find myself in a situation where I need to use the spare, I'd like to know that I can leave it on for a while and safely drive at highway speeds. If I don't need to replace a bad tire in a hurry I can probably save some money pricing one out and buying it online, which would be nice.
