AC Low Pressure Switch? Compressor doesn't engage. 900 1994

The compressor on my wife's 945t won't engage. I thought that after a winter of little use, the system might be low on refrigerant so I hooked up my WalMart kit and the gauge immediately read 100psi before I pulled the trigger. The compressor clutch was not engaged, the compressor was not turning.

Fwiw, I can can turn the inner part of the compressor pulley easily by hand (engine off).

Reading the FAQ here indicates it may be the low pressure switch that's faulty.

Can the connector on the harness be jumperd to see if the clutch engages?

Can the switch be replaced with pressure on the system?

I'll be the first to admit that HVAC isn't my area of expertise and welcome any advice.
