Gas tank strap replacement - help, how to pull staps tight? 700 1990

Folks,

Need a little help here. Following the faq, I removed the remains of a rusted out gas tank strap on my 1990 740. Installation of the strap should be just the reverse of the procedure but not so. Got the front loosely buttoned up but I can't get enough tension on the strap to line up the bolt holeat the rear. Gas tank is near empty and the other strap is intact. Tried bolting up the rear end first and inserting the front of the strap into the slot (retainer bracket loosened) but still could see no way to put tension on the strap to line up the holes. I can line it up using a large Philips head screwdriver - so it does fit. But of course I can't put thelast bolt in with the screwdriver in the way. What am I missing?
