Hood Seal 700 1990

The hood seal on my wagon is loose and has let water into the distributor cap. The plastic Tees that connect it to holes in the fire wall appear to have pulled through the seal.

Has any just pulled it off and reattached it with plastic pan head screws? I was thinking of drilling a small hole in the seal and using automtive plastic screws to reattach it. I would also add a bit of silicone to seal the drilled hole as well.

I measure the holes with a drill bit to be a hair larger than 1/4 inch.
