Air Auxiliary Valve 140-160

The Auxiliary Valve on my '72 164 is bypassed with a home made plastic PVC pipe contraption by the PO--it has a handle to control air flow. It is unsightly but I understand the OEM valve is unobtanium.

The car currently runs but badly, hard to start, big misfires, etc. My question is, can a 164 be operated more or less normally without the Air Valve as far as starting, etc? Or would it be necessary to open the hood and manually turn the handle to adjust idle every time?
