repair an alloy rim w JB Weld or ? 200 1988

I'd take it to a tire shop, have them take a look. They can also check for bends in other areas that you wouldn't be able to see.

JB Weld, maybe... but I fear it wouldn't hold up to mounting the tire. Depends on just where the issue is, I suppose.

No tubes in radial tires (so I've heard). The flexing of the sidewall rubs on the innertube, causing friction and excess heat, resulting in tire failure.
